Project Overview
Crimson Vortex partnered with Brunei Safety, Health and Environment, a statutory government authority responsible for regulating workplace safety, health, and environmental matters in Brunei Darussalam, to revamp their corporate website. The project modernised the organisation’s digital presence and delivered a Statamic CMS-powered platform to support ongoing content management and public service functions.
As part of Brunei’s national safety ecosystem, the Safety, Health and Environment National Authority (SHENA) plays a key role in enforcing workplace safety and health regulations, protecting workers and the public, and advancing overall environmental stewardship.
The website serves as the foremost public-facing platform for SHENA, providing essential services such as incident reporting, renewal of certificates, applications for certification, and regulatory information.

Business Challenges
Brunei Safety, Health and Environment required a comprehensive solution to address several key digital and service delivery challenges:
1. Outdated Digital Platform
The existing website lacked a modern design language and intuitive structure, limiting public engagement and ease of access to important safety information and services.
2. Need for Service-oriented Functionality
Stakeholders, including businesses, employers, and workers, needed an online channel to submit incident reports, renew safety certificates, and apply for official approvals—all with clear guidance and secure data submission.
3. Efficient Content Workflow for Government
As a regulatory authority, SHENA frequently publishes safety notices, updates to regulations, event announcements, and public resources. The platform needed an easy-to-use CMS to streamline content updates without requiring specialised development support.
4. Accessibility and Compliance Standards
Given its role as a government body, the website had to meet accessibility, performance, and usability standards expected of public sector digital services, ensuring equitable access for the entire Brunei population.

Our Solution
Crimson Vortex delivered a modern, scalable, and service-driven website using Statamic CMS that balances regulatory information with public-oriented digital services.
Technology Stack
- CMS: Statamic
- Frontend: Responsive web interface
- Backend: Flat-file CMS structure (Statamic)
- Public Service Modules: Incident reporting, forms, and application workflows
Corporate Website Revamp & Design
We redesigned the corporate website to reflect a modern digital identity aligned with SHENA’s authoritative role. The new user interface prioritises clarity, readability, and easy navigation, ensuring key information and services are prominently accessible.
Statamic CMS Integration
We implemented Statamic CMS, a flat-file content management system that allows SHENA administrators to update and manage content efficiently without reliance on traditional database systems. This approach offers:
Easy page editing and content scheduling
Structured content templates for safety regulations
Secure backend with role-based access controls
Online Public Service Features
The website includes critical interactive functions that support SHENA’s public service mandate:
Incident Reporting Submission – a streamlined form for reporting safety and environmental incidents
Renewal of Certificates – public interface for managing certificate renewal applications
Application for Certification – guided submission workflows for organisations seeking official approvals
These features enhance convenience for businesses, employers, and the workforce by enabling self-service interactions online.
Accessibility & Public Sector Compliance
The site was designed with a focus on accessibility and compliance with user-experience best practices for government services, ensuring content is perceivable, operable, and understandable for diverse audiences.

The Results & Business Impact
The revamped Brunei Safety, Health and Environment website now serves as a modern, authoritative, and service-oriented public platform. It enhances accessibility to regulatory information and facilitates critical functions such as incident reporting and certification processes. The Statamic CMS backend empowers SHENA’s team to manage and update content efficiently, reducing dependence on specialised development resources.
By combining functional public service features with an intuitive design, the website supports SHENA’s mission to make Brunei a safe place to work and live.
